Fabric API for Minecraft 1.16

How to install the modification:

First step: download and install Fabric and Fabric API.

Second step: download the mod file.

Third step: copy the Fabric API mod package to the .minecraft/mods folder (if it does not exist, install Forge again or create it yourself).

why does it mean by fabric and fabric API? does it mean fabric=fabric mods or is fabric a needed component to run fabric mods? also, I tried following these steps but it still pops up when I login that fabric mod name is a fabric mod and also says that with fabric API it self, is it normal?

lol, edgardeivis means about why tlauncher saying how to install fabric using another programs or something if guys from TLauncher can just "inject" fabric into launcher.
